The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from different nations. Significant resources is expended on managing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from across the border, a capability provided through current data. From witness perspectives, defense planes that had been scrambled to counter approaching aerial threats roared overhead – sophisticated military planes delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a modern interception technology at work, presumably delivered by allied countries. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.

Persistent Threats

Following this, a large-caliber weapon opened up on a unmanned aircraft close by, part of a rapid response unit – probably Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv greeted the morning news: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's vital need on international aid – a dependence that European nations are clearly incapable to replace in the short term.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This pattern will, certainly, endure.

Political Considerations

It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership operates on a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unfeasible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its benefit.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
